I am so sorry to hear that your sister is unhappy with her adoptive parents. It is not possible to adopt your sister unless her adoptive parents agree to terminate their parental rights. I suspect it is unlikely that they would agree to this.

If they did you could adopt your sister if you passed a home study which determines if your home is a safe emotional and physical place for a child. It includes a criminal background check and an examination of your finances.

The adoption would also cost at least $8,000 depending on the state where you live. This cost would include the cost of having a home study done, terminating the rights of the adoptive parents and then going to court to finalize the adoption.
