Unfortunately, adoption is expensive even in the best of circumstances such as the one you describe. You will still need to hire an agency or an attorney to do a home study (including a criminal background check) on the adoptive family (your brother and his wife), terminating your and your husband's parental rights, and then post-placement supervison and finalization.
