I want to know how to adopt my niece and nephew from Syria (the country). The parents want us to adopt them, me and my husband live in the USA (we are US citizens). How can we get the process started, and considering all parties are willing how long can it take before we can bring them to USA?
This would be an international adoption. The IAC only does domestic adoptions where both the adoptive parents, the birthparents and the baby are resident in the United States.
First, it is important to note that Syria has not signed the Hague Adoption Convention. See: http://adoption.state.gov/hague_convention/countries.php
Therefore, any adoption involving Syria must follow non-Hague adoption procedures. This means that the agency you use only needs to be licensed in the U.S. state where you live. Nevertheless, it is important to work with an agency that has experience in international adoption.
